Trump to empower IRS in probes of left-leaning groups suspected of funding violence

The Trump administration is rolling out bold reforms at the Internal Revenue Service, aiming to streamline criminal probes into left-leaning organizations and prominent Democrat donors, as the Wall Street Journal reports. Sources reveal a strategic push to align the IRS with President Donald Trump’s mission to curb alleged political violence. This move signals a no-nonsense approach to financial accountability.

According to insiders, significant changes are underway to empower the IRS criminal-investigative division, known as IRS-CI, which boasts over 2,000 agents tasked with tackling tax code violations. The goal is to place loyal allies of President Trump within this unit for tighter oversight. Simultaneously, the plan seeks to limit interference from IRS legal counsel in these investigations.

Gary Shapley, a key adviser to Treasury Secretary Scott Bessent, is spearheading this effort with plans to oust longtime IRS-CI chief Guy Ficco. Shapley, who briefly led the IRS as acting commissioner for three days in 2025 before returning to leadership, is compiling a target list. This list includes high-profile figures like billionaire George Soros and associated groups.

Shapley drives reform agenda

While the specific grounds for targeting Soros and others remain unclear, a senior IRS official has confirmed their inclusion on Shapley’s roster for investigation. This focus dovetails with a broader administration directive to scrutinize progressive entities accused of funding chaos in Democrat-run urban centers. It’s a pointed response to perceived threats.

President Trump has directly instructed Bessent, who doubles as acting IRS commissioner, to unearth financial networks supposedly tied to political unrest. Beyond that, Trump has mandated referrals of certain tax-exempt groups to the Justice Department for deeper probes. The Treasury’s terrorism and financial-intelligence office is also tasked with tracing suspect funding streams.

A senior Justice Department official has already pushed U.S. attorneys to examine Soros’s Open Society Foundations, drawing sharp criticism from the group as an attempt to muzzle dissent. This pattern of scrutiny isn’t new; during the Obama era, a 2013 report flagged the IRS for unfairly targeting conservative groups. History seems to echo with selective enforcement concerns.

Justice Department joins crackdown push

Shapley’s past is telling -- he clashed with IRS brass over the Hunter Biden case, alleging Justice Department delays before Biden’s 2024 guilty plea and subsequent pardon by his father. His frustration fuels current proposals to revise the Internal Revenue Manual, reducing chief-counsel lawyers’ roles in criminal cases. Some IRS attorneys are already wary of politically charged prosecutions.

Trump’s allies turned to IRS-CI after hitting roadblocks in revoking tax-exempt status for nonprofits like Harvard University, a frequent administration target. For months, officials have sought rule changes to ease such revocations under the “illegality doctrine.” They’ve argued campuses hosting pro-Palestine protests indirectly support terrorism, a claim IRS lawyers say lacks legal backing without years of evidence.

Bessent has publicly framed this mission with urgency. “We have started to compile lists of the other networks, and there’s a long record here,” Bessent said on The Charlie Kirk Show. Yet, one must question if such fervor risks overstepping into partisan vendettas rather than fair enforcement.

Political violence spurs administration response

The tragic September shooting of conservative activist Charlie Kirk, with 22-year-old Tyler Robinson charged in the case, adds fuel to this fire. Robinson’s mother noted his recent left-leaning shift, though no broader conspiracy evidence has yet come forward. The incident has intensified Trump’s resolve to target progressive financial backers.

Bessent reiterated the administration’s commitment with stark clarity. “This is mission-critical for us now…. We are operationalizing this here at Treasury. We are going to track down who is responsible for this,” he added on the show. While the intent to protect is clear, the line between justice and political retribution blurs easily.

IRS-CI’s unique power, with armed agents distinct from civil tax staff, makes it a potent tool for these aims. Its role in fighting financial crime alongside other agencies amplifies its reach. But wielding such force demands precision to avoid perceptions of bias.

Balancing reform with fairness

The administration’s frustration with legal hurdles is evident, yet some senior IRS tax attorneys caution against cases that appear vindictive. Their private objections highlight a tension between reform and fairness. Oversight must ensure zeal doesn’t trump due process in tax enforcement.

President Trump’s directives reflect a broader push to safeguard national stability against perceived radical networks. While critics decry these moves as politically motivated, supporters argue they address real threats overlooked by prior administrations. The debate over IRS power is far from settled.

As these changes unfold, the balance between accountability and overreach remains delicate. The IRS, long a lightning rod for controversy, must navigate this terrain with care to maintain public trust. For now, Trump’s vision for a tougher agency stands firm against progressive opposition.
